The refuge areas of Lodha New Cuffe Parade are totally useless. Because of the lack of mandatory open spaces at the ground level, there is no access for fire brigade vehicles and nowhere to set up rescue ladders or snorkels.
The refuge is surrounded by many windows and narrow shafts, from where the refuge can actually get filled with smoke. It has a chimney-like drainage duct, from where also smoke and toxic fumes may come in.
And last but not least, the water-pressure in the sprinkler system on that floor is zero. So, if there was a fire on that actual floor, the sprinklers would totally fail to activate.
