Path of Exile 3.6 Build Guide: Cold Snap / Vortex Occultist - League Starter

I played this build most of 3.5 and used it to kill Shaper, Aul, Uber Elder, deep delves and all endgame maps - tried and true. It also happens to be a good league starter and first foray into Chaos Innoculation if you've never played it before. The price to performance is top tier and Occultist and new passive nodes make it easier than ever to go CI on a budget.
